1. CALL TO ORDER
The representative from the NJ Department of Community Affairs, George Haeuber called the meeting to order at 7pm

2. OPEN PUBLIC MEETINGS ACT
George Haeuber read, "This meeting has been advertised and is being conducted in accordance with the provisions of the “Senator Byron M. Baer Open Public Meetings Act,” P.L. 1975, c. 231.

3. FLAG SALUTE
George Haeuber led the meeting attendees in reciting the Pledge of Allegiance to the United States Flag.

4. INTRODUCTION OF REPRESENTATIVE COMMITTEE
George Haeuber, introduced the attending members of “Roxbury TEAM and Mount Arlington TEAM” representative committee.

5. ROXBURY MOUNT ARLINGTON STUDY COMMISSION
The representative from the NJ Department of Community Affairs, George Haeuber, announced the selection of the Roxbury Mount Arlington Study Commission:

6.  OATH OF OFFICE
Hunterdon County Freeholder Rob Walton administered the Oath of Office to the newly elected commission members.  Paula Danchuk and Fred Hall were absent.

7.  ELECTION OF AN INTERIM CHAIRPERSON
The representative from the NJ Department of Community, George Haeuber conducted the election of an Interim Chairperson.
·         Gene Paradiso nominated Craig Heard.  Jerry Frisco made the second.
·         All in favor, none opposed

8.  ELECTION OF AN INTERIM VICE CHAIRPERSON
Chairperson Craig Heard conducted the election of an Interim Vice Chairperson.
·         Chris Rogers nominated Gene Paradiso.  Laurel Whitney made the second.
·         All in favor, none opposed
 
9.  ELECTION OF AN INTERIM SECRETARY
Craig Heard conducted the election of an Interim Secretary.
·         Maureen Castriotta nominated Chris Rogers.  Gene Paradiso made the second.
·         All in favor, none opposed

10.  NEW BUSINESS
·         Craig Heard recognized the petitioners for all of their work to form the commission
·         Craig Heard thanked Gina Genovese of Courage to Connect for guiding the petitioners through the process
·         Craig Heard reminded the commission members that we are subject to the Open Public Records Act and the Open Public Meetings Act
·         Craig Heard introduced the NJ Department of Community Affairs Representative George Haeuber and the NJ Department of Education Representative Dr. Rosalie Lamonte
·         Discussion occurred regarding what the next steps would be for the commission
·         Dr Rosalie Lamonte discussed the information that her office could supply to the commission
·         George Haeuber gave his opinion on the use of alternates.  He suggested that alternates would not be able to vote during meetings.
·         A committee was formed to produce a draft set of bylaws.  The committee members include:  Nancy Absalon, Gene Paradiso and Laurel Whitney.
·         A committee was formed to produce a draft mission statement.  The committee members include:  Chris Raths, Steve Sadow and Jerry Frisco.
·         A committee was formed to produce a plan for a website, email addresses and social media.  The committee members include Maureen Castriotta, Larry Millus and Chris Rogers
·         Craig Heard asked for members to consider serving on a grant committee
·         Craig Heard reminded the commissioners to only speak to the press on your own behalf
·         Craig Heard reminded the commissioners that the chairperson will communicate progress of the commission on behalf of the commission
·         Gene Paradiso suggested recording future meetings.  Conversation occurred as to how to accomplish that.
·         Chris Rogers will create name placards for the next meeting
·         Steve Sadow requested that Craig Heard send a letter to the Mount Arlington Mayor and Council regarding meeting on borough property
·         Chris Rogers asked the chairperson for the next meeting date.  7pm on May 6th was selected as the next meeting date at the Roxbury Recreation Building.
·         Craig Heard instructed Chris Rogers to send legal notices to the Roxbury Register and the Daily Record for the May 6th meeting
·         Consensus was made to wait to create email accounts until the next meeting

9.  ELECTION OF AN INTERIM TREASURER
Craig Heard conducted the election of an Interim Treasurer.
·         Craig Heard nominated Laurel Whitney.  Gene Paradiso made the second.
·         All in favor, none opposed

·         Craig Heard instructed Laurel Whitney to open a bank account under the commission’s name.  The chairperson and the treasurer will be the signers.
·         George Haeuber clarified that if commissioners were replaced by alternates, new alternates could be selected by the current commission
·         Discussion regarding a physical address occurred.


11. PUBLIC COMMENT
Craig Heard opened the hearing to the public for comments.
·         Bob Maderos from Ledgewood spoke about the possible use of the Roxbury VFW for a mailing address and meeting location.  He will speak to the VFW leadership and get back to the commission

12. ADJOURN
Craig Heard adjourned the hearing upon the conclusion of public comments.  Gene Paradiso made the motion and Chris Rogers made the second.  All in favor none opposed.
